Consider Approval of Ordinance 881:Manufactured Home Parks. ordinance 881: <br /> Manufactured Home <br /> Parks. <br /> City Manager Massopust indicated Assistant Director of Community Assets and Development Gozola would <br /> be presenting this item to the Council. <br /> Assistant Director of Community Assets and Development Gozola stated staff needed to overcome serious <br /> existing code problems and long-standing zoning issues within City Code. The proposed Ordinance will both <br /> fix existing problems and allow the City a year to gauge whether additional provisions are needed.The <br /> Chapter 16 language was updated to eliminate outdated terms, and to ensure language is in <br /> compliance with current statutory standards &definitions. It was noted Chapter 16 is clarified <br /> to only apply to NEW manufactured home parks, and to EXPANSION of existing parks. <br /> Internal changes to existing parks will be governed by underlying zoning. Chapter 4 of the <br /> Zoning Code has been amended to create a new Manufactured Home Community(MHC) <br /> Zoning district which will be applied to the City's existing manufactured home parks. The area <br /> of greatest zoning problems, between 4th Street NW &True Street, has been addressed via <br /> specific standards only applicable to the 38 manufactured homes in this area. Tiny homes will <br /> now be an allowed unit type within the City's manufactured home parks adding a new tool to <br /> address affordable housing needs within the City. Staff commented further on the proposed <br /> Ordinance and reported the Planning Commission recommended approval of Ordinance 881. <br /> Councilmember Axberg requested further comment from staff on why this issue Ordinance was being <br /> revised at this time. Assistant Director of Community Assets and Development Gozola discussed the issue <br /> that occurred at the Lakeside Manufactured Home Park and the need to protect a vacant lot <br /> Councilmember Allen asked if the setbacks from roadways and adjacent properties precluded any new <br /> manufactured park from having lots with access to City streets.Assistant Director of Community Assets and <br /> Development Gozola explained the City would want any new manufactured home park to have internal <br /> private streets. <br /> Councilmember Allen reported he lives across from Oak Grove and noted there are lots that have driveways <br /> that reach a City street He commented on the importance of all units being able to be accessed by emergency <br /> vehicles.Assistant Director of Community Assets and Development Gozola clarified the 30 foot setback was <br /> for the structure and would not preclude a private driveway from going out to a public roadway.He stated <br /> under an SUP staff would be looking at a design that kept all access off of an alley or small private road that <br /> would coordinate all traffic to one,two or three access points,versus numerous driveways. <br /> Councilmember Abdulle commended staff on their efforts on this Ordinance.He explained this Ordinance <br /> would impact some of the lowest income residents in the community. He stated he appreciated the ease of <br /> the process. He commented on the changes being made at a State level and how there may be a change that <br />
