Due to the COVID-19 pandemic <br /> this hybrid meeting was held both virtually and in person. <br /> Present: Mayor Niedfeldt-Thomas, Councilmembers Abdulle, Allen, Axberg, and Dunsworth <br /> Absent: <br /> Also Present: Devin Massopust-City Manager, Sarah Sonsalla-City Attorney, Gina Smith-Interim <br /> Finance Director, Craig Schlichting-Director of Community Assets and Development, <br /> Ben Gozola-Assistant Director of Community Assets and Development <br /> Call to Order Call to Order <br /> Mayor Niedfeldt-Thomas called the meeting to order at 6:30 pm. <br /> Pledge of Allegiance Pledge of Allegiance <br /> Mayor Niedfeldt-Thomas led the Council in the Pledge of Allegiance. <br /> Public Comment Forum Public Comment <br /> Mayor Niedfeldt-Thomas opened the Public Forum for comments from the public. Forum <br /> Jill Steinke, 909 Old Stein Circle, stated she sent an email to Craig Schlichting introducing <br /> herself. She noted she lived across the street in Brighton Green and was on the Board of <br /> Directors. She indicated her association had a hedge around two perimeters, one that went <br /> along Old Highway 8. She stated previously, the City installed the hedge and the association <br /> maintained the hedge. She reported this hedge needs to be replaced again and was hoping to <br /> partner with the City on this project. <br /> Community Assets and Development Director Schlichting reported he has spoken with the <br /> association in the past. He explained this project was likely initiated as part of the greenway <br /> corridor through downtown areas. He stated during the construction process a landscaper was <br /> hired to do more than just this property. He indicated staff has to look into the responsibilities <br /> for the hedge in order to ensure the project is completed properly. <br /> Linda Neary, 559 Old Stein Circle, reported she was the President of the Brighton Green <br /> Association. She explained she has had several residents voicing concerns with the asphalt <br /> leading into her property at Old Town Drive and Queens Gate at Old Highway 8. She noted <br /> there were large potholes at this intersection and asked if the City or the County was <br /> responsible for addressing this concern. <br /> Community Assets and Development Director Schlichting explained this was a private drive <br /> that connects to a County road. He explained the association was responsible for everything <br /> west of the curb line and the County would be responsible for everything to the east. He noted <br /> this type of project would not require a City permit. He indicated he would stop by this <br /> property to address any questions Ms. Neary may have. <br /> Beth Arkand, 1245 North Court, stated she has been a resident of New Brighton for nine years. <br /> She explained a resident has put a complaint against her for the number of fowl on her <br /> property. She requested the City consider a conservation variance for her property because she <br />
