August 24,2021 Page 6 of 10 <br /> Councilmember Allen stated with the demographics of the City changing and the pandemic <br /> occurring, there was a different reality that more people were walking in the streets. He <br /> explained this was creating issues with more people coming in contact with speeding vehicles <br /> along residential roadways. He questioned if the developer would be requesting TIF for this <br /> development. Assistant Community Assets and Development Director Gozola reported the <br /> developer was considering the use of TIF in order to accommodate affordable housing units in <br /> the building. He explained this discussion would be held as a separate item and would be <br /> brought to the Council on September 14th for consideration. <br /> Councilmember Abdulle questioned if a post construction traffic study could be conducted. He <br /> feared that the timing of the current study had created unrealistic data counts due to COVID. <br /> Community Assets and Development Director Schlichting commented traffic tubes could be <br /> put down after the project was complete to take additional traffic data. <br /> Mayor Niedfeldt-Thomas stated she wanted the City to use data to drive decisions. However, <br /> with the City hearing so many concerns regarding traffic from the neighbors she questioned <br /> how the City should proceed. Community Assets and Development Director Schlichting <br /> explained the neighbors were responding to the historic traffic issue. Regardless of the <br /> development, there was a concern with people being on the street and the speed of traffic. He <br /> stated the City could not control pedestrian behavior but could support the installation of a <br /> sidewalk to provide connectivity through the development. He believed the City needed more <br /> data post development in order to fully understand what measures traffic mitigation measures <br /> should be taken. <br /> Councilmember Allen indicated some of the signs may be covered by foliage through the <br /> summer months and suggested staff take a look at this. Community Assets and Development <br /> Director Schlichting explained staff would take a look at this. <br /> Councilmember Axberg stated she appreciated all of the feedback from the neighbors <br /> regarding their concerns. She noted she lived near this area and visited LA Fitness in the <br /> mornings. She reported her son was hit on Silver Lake Road and she understood the concerns <br /> people had for pedestrian safety. She reiterated that the City had data, it just may not agree or <br /> like the data. She believed the building and proposal met the three conditions. She supported <br /> the City addressing the traffic concerns that have been raised by the neighbors and she <br /> supported the Council discussing this matter further as a separate action. <br /> Mayor Niedfeldt-Thomas thanked the residents that have reached out to her. She noted she <br /> read all of the materials that were sent to her and watched the Planning Commission meeting. <br /> She appreciated the fact that the residents understood something would develop on this <br /> property and have not been anti-apartment, or disrespectful in any manner. She explained the <br /> Council has heard the neighbors and would be taking action to help address the traffic <br /> concerns. She reported she was pleased with the fact the Steven Scott Management Company <br /> (the company that would manage the new development) already has a property in New <br /> Brighton. <br /> Motion by Councihnember Abdulle,seconded by Councihnember Allen to adopt Resolution <br /> approving a Preliminary Planned Residential Development for redevelopment of the <br /> former US Bank site at 2299 Palmer Drive based on the findings of fact and staff <br /> recommended conditions. <br /> Councilmember Abdulle stated this would be a great high quality development to have in New Brighton. <br /> 5 Ayes,0 Nays-Motion Carried <br /> 2.
