Consider Approval of City of New Brighton Equity Statement. City of. Consider
ty o fN Approval
ofNew
Brighton Equity
City Manager Massopust stated as an organization, we are working towards creating an Equity Statement.
Strategic Action Plan(ESAP)to help us create the set of conditions (structures, policies, and
practices)necessary for equitable outcomes for our staff, customers, residents, and community
at large. There are multiple components that need to be in place before the Plan can be created
and adopted. One of the central components is the adoption of an Equity Statement for the City
of New Brighton. The Equity Statement is meant serve as a foundation and guide for our work
and the Framework in which the ESAP will be created. The Statement was created through a
multistep approach. An internal team of staff(the DEI Strategy Team) worked in conjunction
with CultureBrokers to create the initial draft version. After that, the Team engaged the
community to understand different perspectives, concerns, and suggestions in regards to the
Statement. To garner input on the Equity Statement we used a few different modes of
communication and outreach, some unique to this process. Specific groups that received
information on the Statement included Faith Community Partnership, Multifamily Apartment
Coalition,Neighborhood Block Captains, City of New Brighton Commissioners, City email
listservs. Beyond these groups, information was put out multiple times via our social media
channels. We also used poster boards and flyers at the local Farmer's Market in order to
receive input. We received 76 total responses. The DEI Strategy Team then went through these
responses and categorized them based on content and discussed how the feedback could be
incorporated in the Statement. The City Council also discussed the Statement and process at
their August 24th work session. Feedback from that meeting was also incorporated into the
Statement.
Lisa Tabor, CultureBrokers, reviewed the Equity Statement with the Council and discussed the
engagement that occurred. She discussed how CultureBrokers was working with the City to
set up a governance structure and management function that helps the City achieve racial
equity now and into the future. The framework for this work was discussed in further detail
