Determination of the Final <br /> Once the preliminary levy is adopted, it can be lowered but not increased. This proposed tax 2022 Tax L evies <br /> levy will be used by Ramsey County to prepare parcel specific tax notices that are mailed to <br /> every property owner within the City later in November. The City is also required to certify the <br /> dates selected for our"Budget Discussion with Public Comment"meeting, and the meeting <br /> when the final tax levies are determined, to Ramsey County on or before September 30. It is <br /> recommended that the 2022 Budget Discussion with Public Comment meeting be held during <br /> the regular City Council meeting on Tuesday,November 23 at 6:30 p.m. and adoption of the <br /> final 2022 budget and tax levies be held during the regular City Council meeting on Tuesday, <br /> December 14 at 6:30 p.m. The City Council received the 2022 City Manager Recommended <br /> Budget at the council worksession on August 10, 2021. This was followed with a subsequent <br /> budget discussion at the September 7, 2021 worksession along with the CIP presentation and <br /> discussion. The City Manager's Recommended Preliminary 2022 General Fund Budget is <br /> $19,526,800, which represents an increase of 5.83% over the 2021 Adopted Budget. Staff <br /> commented further on the recommendations within the 2022 budget noting the financial <br /> impacts on the median value homeowner and recommended approval. <br /> Councilmember Abdulle asked if staff had information on the proposed increases from the <br /> County and school board. City Manager Massopust reported staff did not have this information <br /> available at this time,but could provide this information to the Council prior to the Truth In <br /> Taxation Hearing. <br /> Councilmember Allen commented roughly 30% of a residents tax bill was from the City. He <br /> stated he understood the County and the school board would have very minimal increases. <br /> Mayor Niedfeldt-Thomas requested further information on the budget and the items that were <br /> committed to on-going items, such as debt free streets. City Manager Massopust explained <br /> there were several on-going initiatives such as debt free streets that were built into the budget. <br /> He noted debt free streets was put into effect by a previous City Council and has required lift <br /> from the sitting Council to offer their continued support. He discussed how staff looked to the <br /> future when establishing a budget and noted this budget does properly look to the City's future. <br /> Motion by Councilmember Allen,seconded by Councilmember Abdulle to approve a Resolution <br /> adopting the proposed preliminary tax levy for taxes payable in 2022 and setting the <br /> meeting dates for the 2022 budget discussion with public comment and the determination <br /> of the final 2022 tax levies. <br /> 5 Ayes,0 Nays-Motion Carried <br /> 3. Storm Sewer <br /> Community Assets and Development Director Schlichting stated the City has established Storm Sewer Improvement Taxing <br /> Improvement Taxing Districts within the City for Lake Diane and Bicentennial Pond. A Storm Districts <br /> Sewer Improvement Taxing District is an area within the territorial limits of a municipality. <br /> The municipality may acquire, construct, maintain, and otherwise improve storm sewer <br /> systems and related facilities within the district for the benefit of the district. The Department <br /> of Community Assets and Development(DCAD) Depaitiiient works with the residents of each <br /> district to determine specific projects and courses of action. The costs involved are recovered <br /> by levying tax on all taxable properties within the district. The City has adopted similar tax <br /> levies for both districts for several years. Staff commented further on the request and <br /> recommended adoption of the proposed tax levies for the Lake Diane and Bicentennial Pond <br />
