recommended the language regarding ADU’s be considered within the zoning code amendments. <br />Councilmember Allen commented on how the City would have to work to differentiate between an ADU and <br />the renting of a room within a house. Gozola agreed noting currently the City allows for homeowners to have <br />up to two boarders. He explained an ADU was a separate, self-continued unit from the home. <br />Councilmember Dunsworth asked if the short-term rental portion of City Code would also apply to ADU’s. <br />Gozola indicated this would be the case if an ADU was being used as a short term rental. <br />Councilmember Dunsworth explained she did not believe there was a pressing need for ADU’s at this time. <br />She understood ADU’s were not unusual but did not believe there was an overwhelming press from the <br />community to make this a priority. She indicated she has a lot of questions with respect to ADU’s. She <br />reported she was concerned about how duplexes would be created within homes. She commented she would <br />also want to understand what it looks like to have more and more rentals in the community. She feared the <br />City was not ready to move forward with ADU’s until the Council had more information. However, with the <br />Zoning Task Force meeting to review City Code, it may be an appropriate time to be forward thinking. <br />Mayor Niedfeldt-Thomas discussed how property values could increase if ADU’s were allowed. She asked <br />what staff found through their research and if this was the case. Gozola explained ADU’s were a valuable asset <br />and raised property values by 30% to 50%. <br />Councilmember Abdulle stated this was a significant increase. He indicated he supported the City pursuing <br />ADU’s in order to provide New Brighton residents with more housing options. <br />Mayor Niedfeldt-Thomas thanked the residents that brought this item forward. She noted she wanted ADU’s to <br />align with the work that was being done by the Zoning Code Steering Committee. She discussed how this issue <br />tied into the rental portion of City Code. She stated she would like to see the Council revisiting this issue again, <br />perhaps in six months. <br />Councilmember Allen agreed the Council should take their time when considering this issue. He wanted to see <br />the City incorporate ways to assist families that were in need of an ADU. He indicated the Council would need <br />time to consider this topic given the fact there were many issues that had to be considered and hashed out. <br />Gozola and Massopust thanked the Council for their feedback. <br />Worksession adjourned at 5:55 pm <br />Respectfully submitted, <br />Sandra Daniloff <br />Deputy City Clerk
