<br />REQUEST FOR COUNCIL CONSIDERATION <br /> <br />ITEM DESCRIPTION: Consider Resolution Authorizing the Outdoor Recreation Grant Application to <br />the Minnesota DNR for Totem Pole Park <br />DEPARTMENT HEAD’S APPROVAL: Jennifer Fink, Director of Parks and Recreation <br />CITY MANAGER’S APPROVAL: <br />No comments to supplement this report ___ Comments attached ___ <br /> <br />Recommendation: <br />Adopt the resolution authorizing the application for a 2022 Minnesota Department of Natural <br />Resources Outdoor Recreation Grant for Totem Pole Park. <br /> <br />Legislative History: <br /> November 13, 2018 – Council authorized the Parks and Recreation Department to enter into <br />an agreement with WSB and Associates Inc. to provide services for a Comprehensive Park <br />System Plan <br /> February 6, 2019 – Parks, Recreation and Environmental Commission (PREC) voted to <br />recommend the Parks Comprehensive Parks System Plan Steering Committee to Council for <br />appointment. <br /> February 13, 2019 – City Council appoints Parks Comprehensive Parks System Plan Steering <br />Committee. <br /> July 2019 – City Council adopts the City’s new 2040 Comprehensive Plan guiding overall City <br />development for the next thirty years. Plan includes a specific recommendation to undertake <br />a separate and specific comp planning process for the City’s park system. <br /> 2019 – Data collection & evaluation, community engagement, reports on findings, and <br />preliminary recommendations and concepts were drafted. <br /> February 3, 2020 – Park and Recreation Commission (PREC) reviews initial draft plan <br /> March 4, 2020 – City Council reviews initial draft plan and calls for plan finalization. Additional <br />public review held throughout March. <br /> April – August 2020 – Plan finalized for adoption based on PREC, Council, and public feedback. <br />Plan distributed to adjacent jurisdictions for review and comment. <br /> August 5, 2020 – PREC unanimously approves recommendation and adoption of the <br />Comprehensive System Plan to the City Council for adoption and inclusion in the 2040 <br />Comprehensive Plan. <br />Agenda Section: VI <br />Report Date: 02/02/2022 <br />Council Meeting Date: 02/08/2022
