REQUEST FOR COUNCIL CONSIDERATION

ITEM DESCRIPTION: Rental Inspections & Licensing Policy Discussion
DEPARTMENT HEAD’S APPROVAL:
CITY MANAGER’S APPROVAL:
No comments to supplement this report ___ Comments attached ___

15.99 Deadline: none
Recommendations: Consider the materials presented and direct staff on whether New
Brighton should expand its inspection and licensing program to include
single-family homes and/or duplexes.
If the program should be expanded, should it be changed to include just
2+ units, or all rental units?
If changes are desired, what time frame would Council like to see this
matter addressed (immediately, before the end of the year, long-term,
etc).
Legislative History: None
Financial Impact: Net neutral or income generator depending on the direction the City
would like to go with any future program changes.
Summary:

Historically, the City of New Brighton has tended to take a minimalist
approach to regulation, but such an approach requires the City to periodically
review its policies to ensure they are working as intended. Complaints in
recent years from renters about living conditions in our non-licensed single-
family homes and duplexes have called into question whether the City’s
current threshold of 3+ units to trigger rental licensing and inspection is still
the appropriate approach. At the 2-8-22 Work Session, staff is asking that
Council discuss the City’s current rental and licensing policy, and to provide
direction on whether any changes are warranted at this time.

Item: 1
Report Date: 2/3/22
Council Meeting Date: 2/8/22
