<br /> <br />limit on local streets a concerted effort would have to be made to engage and educate <br />the public. DCAD Director Schlichting reported a number of neighboring <br />communities were migrating to 25 miles per hour which would assist in creating <br />uniformity for the region. <br /> Further discussion ensued regarding how the City would market and sign for the <br />speed limit change, if a change were approved. <br /> Commissioner Stout stated he liked the idea of lowering residential speed limits or <br />putting sidewalks in some places to improve pedestrian safety. <br /> <br />Motion by Kuipers, seconded by Judd to direct staff to further investigate what streets should <br />remain at 30 and those that should be lowered to 25 miles per hour. A roll call vote was taken. <br />Motion carried 6-0. <br /> <br />VI. Reports and Updates <br /> <br />A. Allina Health – Dave Matteson <br /> <br />Dave Mattson provided the Commission with an update from Allina Health. He discussed <br />the staff changes that have occurred at Allina. He updated the group on COVID noting <br />admissions were on the decline for the first time since the surge. He stated ICU’s were now <br />filled with more non-COVID patients than COVID patients. He commented further on the <br />EMS shortage and how this was impacting the region. He reviewed the 2021 calls for service <br />for New Brighton and noted the response times. He discussed the school bus collision that <br />occurred in New Brighton and described the services that were provided to the students. He <br />thanked the New Brighton police officers that assisted with a recent call that involved a <br />severely injured child. <br /> <br />Commissioner Stout requested further information on the number of opioid overdoses <br />occurring in the community. Mr. Mattson commented on the number of opioid overdoses that <br />were occurring noting this was a growing concern for the community. He reported Allina <br />was spending more money on Narcan than on any other medication. He described how the <br />number overdoses often comes in waves. Director Paetznick agreed there has been an <br />increase in frequency. <br /> <br />B. Public Safety Update – Director Paetznick <br /> <br />Director Paetznick provided the Commission with an update on COVID and noted Ramsey <br />County was offering N-95 respirators. He explained he was pleased to report he hired an <br />officer in the past month, which meant two new officers were being trained at this time. He <br />noted the department still had three vacancies and stated laterals would be pursued for these <br />positions. He commented further on the departments recruitment efforts for fire and police <br />personnel. He discussed the vehicle crashes and fire calls the fire division had responded to <br />recently. He explained he presented the City Council with crime data information at a recent <br />worksession meeting and noted this information was available to the public on the City’s <br />website. He noted he would be serving on the Ramsey County 911 Dispatch task force group. <br />He stated the City was seeking student commissioners to serve with each Commission. <br /> <br />Director Paetznick reported he provided the Commission with information on “no-knock <br />warrants”. He discussed how the department serves warrants in the community and it was <br />noted the department rarely has no-knock warrants.
