STAFF Memorandum
Climate Action Plan

To: City Council
From: Craig Schlichting, Director DCAD
Meeting Date: 4-12-22

A Climate Action Plan (CAP) provides a science-based strategy to reduce greenhouse gas emissions and
address ways the climate is already changing. The City Council recently discussed the creation of an Energy
Action Plan (EAP) with Xcel Energy. The EAP will primarily address items related to electrical energy and it will
inform that section of our CAP. Staff has solicited quotes from two consultants, Great Plains Institute and
paleBLUEdot. Based on those estimates and the scope included, staff will return to City Council on April 26,
2022 to recommend entering into a contract with paleBLUEdot. (https://palebluedot.llc/). Enclosed you will find
a sample schedule that aligns with our 2022-23 priority for the creation of Climate Action Plan. In total
paleBLUEdot has prepared 42 Climate Action Plans, 50 Energy Action Plans and 425 Solar Assessments.
