<br />REQUEST FOR COUNCIL CONSIDERATION <br /> <br />ITEM DESCRIPTION: Consider Minnesota Financial Crimes Task Force Joint Powers Agreement <br />DEPARTMENT HEAD’S APPROVAL: Anthony S. Paetznick, Director of Public Safety <br />CITY MANAGER’S APPROVAL: <br />No comments to supplement this report ___ Comments attached ___ <br /> <br />Recommendation: Approve the Joint Powers Agreement with the Minnesota Department of Public <br />Safety – Bureau of Criminal Apprehension (BCA) for Participation in the <br />Financial Crimes Task Force (MNFCTF) <br /> <br />Legislative History: Minnesota Statute § 471.59 allows two or more governmental units, by <br />agreement entered into through action of their governing bodies, to jointly or <br />cooperatively exercise any power common to the contracting parties or any <br />similar powers. The JPA has been reviewed by the City Attorney. <br /> <br />Financial Impact: New Brighton Public Safety will be fully reimbursed by the State of Minnesota <br />for pre-approved overtime shifts associated with MNFCTF operations. <br /> <br />Explanation: MN BCA established the Minnesota Financial Crimes Task Force (MNFCTF) to <br />cooperatively investigate and prosecute identity theft and related financial <br />crimes. The MNFCTF has a three-pronged approach consisting of prevention, <br />education and enforcement to combat financial crimes. Although these crimes <br />can have a significant impact on the financial security of New Brighton residents <br />and businesses, the perpetrators are often operating beyond our jurisdictional <br />borders. The MNFCTF relies upon the combined efforts of local and state <br />resources to fully identify the victims of these cases, recover their assets when <br />possible, and hold the perpetrators responsible. <br /> ________________________ <br />Anthony S.
