REQUEST FOR COUNCIL CONSIDERATION
ITEM DESCRIPTION: CONSIDERATION OF APPROVAL OF PLANS AND SPECIFICATIONS AND
AUTHORIZATION TO ADVERTISE FOR BIDS FOR CITY PROJECT 21‐11, ROBIN LANE SIDEWALK
DEPARTMENT HEAD’S APPROVAL: Craig Schlichting, Director of Community Assets and Development
CITY MANAGER’S APPROVAL:
No comments to supplement this report ___ Comments attached ___
Recommendation: To approve the plans and specifications for Public Improvement Project 21-11,
Robin Lane Sidewalk and authorize staff to advertise for bids.
Legislative History: NA
Strategic Priority Alignment: Livable Community , Sustainable and Reliable Infrastructure
Financial Impact: The total estimated project cost is $210,000
Explanation: Over the last two decades the residents on Robin Lane have requested traffic
calming measures, and following traffic studies it was determined that vehicles were typically traveling
below 30 mph. The volume of vehicles is also what we would expect for the amount of homes that are
served by this road. With the on‐going development of the US Bank Site into The Exchange Apartments,
the City Council and staff recognized the importance of pedestrian safety for the existing and
future residents that use Robin Lane to access the retail area to the south and Freedom Park to the
north. To provide a protected area to our most vulnerable users, staff worked with the neighborhood to
create plans for the addition of a concrete sidewalk. The existing street section will shrink to
accommodate the sidewalk within the existing ROW. This installation will impact driveways and we
will replace concrete panels or asphalt where required. By limiting the street width, drivers will be
encourage to drive slower, which will assist with traffic calming in this area.
The purpose of this item is to advance the project to the next step, which is to publicly advertise for
bids. Bids are tentatively scheduled to be opened in July, with construction to take place during the late
summer of 2022.
Costs and Funding: This project, if approved, would be funded from fund 422, Capital Improvement
Fund.
______________________________________
Craig G.
