Ord 892: Rental Licensing Requirements <br />City Council Work Session Initial DRAFT Review; 7-12-22 <br /> <br /> <br /> <br /> <br />Page 9 <br />We believe this approach will achieve the City’s current goals while being simultaneously mindful of the budgetary <br />realities anticipated in the coming years. <br />As we refine this proposed system, note that we will ultimately recommend a threshold of demerits which will place <br />a unit into Category 1 or Category 2 status. Category 1 will require inspection every year (which people will want to <br />avoid due to the cost), and Category 2 will allow for deferred inspections (right now we are proposing every other <br />year). Suggestions on this approach will be welcomed as part of our discussion. <br />CURRENT MULTI-FAMILY BUILDING LICENSING PROCESS <br />This attachment was previously provided to Council during the Work session discussions in February, but is provided <br />again in case questions arise about the present inspection approach employed in our multi-family buildings. No <br />changes are proposed to this methodology as a result of Ord 892. <br />OTHER ITEMS TO CONSIDER / FUTURE WORK <br /> Council should anticipate pushback from long-time renters who will now be subject to licensing fees and <br />inspections. Development of a public education process and outreach program should be initiated. <br /> As the ordinance language begins to take a final form, staff will transition our focus to other aspects of <br />implementation like drilling down on anticipated staff hours needed to complete all inspections, and <br />identifying revised fees needed to cover the new program. <br />RECOMMENDATION <br />Council is asked to review the provided materials, and provide feedback to staff on whether we are heading in the <br />right direction or whether new options must be considered.
