<br />(18) Manager. Any person who has charge, care, or control of a rental dwelling. A designated manager of a 57
<br />rental unit shall maintain their permanent residence and office space within 30 miles of the City of New Brighton. 58
<br />(15) (19) Multiple Dwelling. A building or portion thereof containing three or more dwelling units. 59
<br />(16) (20) Occupant. Any person over one year of age living and sleeping in a dwelling unit or having actual 60
<br />possession of the dwelling or rooming unit. occupying, living, or sleeping or having possession of a space within 61
<br />any dwelling. 62
<br />(17) (21) Openable Area. That part of a window or door which is available for unobstructed ventilation and 63
<br />which opens directly to the outdoors. 64
<br />(22) Operate. To charge a rental charge, fee or other form of monetary or non-monetary compensation for the 65
<br />use of a rental dwelling. 66
<br />(18) (23) Operator. Any person who has charge, care, or control of a multiple residence or rooming house in 67
<br />which dwelling units or rooming units are let or offered for occupancy. 68
<br />(19) (24) Owner. 69
<br />A. Owner or owners of the freehold of the premises or lessor estate therein; 70
<br />B. A mortgagor or vendee in possession, assignee of rents, receiver, executor, trustee, lessee; or 71
<br />C. Other person in control of a building, including their managers and agents. 72
<br />(25) Owner. A person or person holding title to a property or otherwise having control of the property, as 73
<br />recorded in the official state, county, or city records. 74
<br />(26) Person. An individual, corporation, firm, association, company, partnership, organization or any other 75
<br />group acting as a unit. 76
<br />(20) (27) Plumbing or Plumbing Fixtures. Water heating facilities, water pipes, gas pipes, garbage disposal 77
<br />units, water closets, waste pipes, sinks, installed dishwashers, lavatories, bathtubs, shower baths, installed clothes 78
<br />washing machine, or other similar equipment, catch basins, drains, vents, or other similarly supplied fixtures, 79
<br />together with all connections to water, gas, sewer, or vent lines. 80
<br />(21) (28) Premises. A lot, plot, or parcel of land including the building or structures thereon. 81
<br />(29) Qualifying relative. The owner's parent, stepparent, child, stepchild, grandparent, grandchild, brother, 82
<br />sister, uncle, aunt, nephew or niece. This relationship may be either by blood or by marriage. 83
