Business Items <br />(A) Site Plan Review: Request from the City of New Brighton to authorize expansion plans for the <br />existing Public Works facility at 700 5th Street NW – PID 29-30-23-13-0224. <br />Assistant Director of Community Assets and Development Gozola reported the City of New <br />Brighton is seeking authorization to expand the existing Public Works Building located at 700 <br />5th Street NW. The proposed design will meet all zoning code requirements. Staff provided <br />further comment on the request and recommended approval of the Site Plan Review, based on <br />the findings of fact and subject to the following conditions: <br />1. DCAD staff shall continue to review updates as they occur. Major changes (i.e. significant <br />footprint changes, setback impacts, etc.) will be brought back through the process while <br />minor changes will be reviewed and approved administratively. <br />2. Public safety shall continue to review updates as they occur, and may direct plan updates <br />to deal with safety concerns as plans are finalized. <br />3. Building materials shall be in line with those anticipated and required by code. <br />4. All lighting shall be directed downward and installed so as to prevent direct light from <br />being detectable at the lot line; lighting is also not to shine directly into the public right-of- <br />way. <br />5. The applicants shall obtain authorization from the RCWD for their site plan and the <br />proposed improvements. <br />6. Signage updates shall be reviewed and approved through the City’s standard sign permit <br />process. <br />Commissioner Frischman stated this would be a very attractive building once redone. She <br />thanked staff for the thorough presentation. <br />Commissioner Biedenfeld asked if the proposed improvements would impact the ability to shift <br />the property line should the adjacent apartment building need more parking. Assistant Director <br />of Community Assets and Development Gozola commented the City understands this <br />agreement and if more space was needed, the salt shed or bins may have to be shifted. <br /> <br />Commissioner Nelsen questioned if the Public Works facility would continue to have solar <br />panels. Assistant Director of Community Assets and Development Gozola indicated this was a <br />priority for the City.
