<br />Agenda Section: Public Hearing <br />Item: 1 <br />Report Date: 11/30/22 <br />Meeting Date: 12/06/22 <br />REQUEST FOR COUNCIL CONSIDERATION – EXECUTIVE SUMMARY <br />ITEM DESCRIPTION: Conduct a Public Hearing to Solicit Public Comment on the 2023 <br />Proposed Budget and 2023 Proposed Property Tax Levies <br />DEPARTMENT HEAD’S APPROVAL: _________ CITY MANAGER’S APPROVAL: __________ <br /> <br /> Action Requested: ☒ Public Hearing ☐ Motion ☒ Discussion ☒ Informational <br /> Form of Action: ☐ Resolution ☐ Ordinance ☐ Contract/Agrmnt ☒ N/A ☐ Other <br /> Votes Needed: ☐ 3 votes ☐ 4 votes ☐ 5 votes ☒ N/A <br /> <br />Summary Statement: The City Manager’s recommended preliminary 2023 General <br />Fund budget is $20,926,800, which represents a 7.17% increase <br />over the 2022 adopted budget. <br /> The preliminary 2023 budget includes a proposed general tax <br />levy of $12,609,500 for taxes payable in 2023, which represents <br />an increase of $1,133,900 or 9.88%. <br />Recommendation(s): To conduct a public hearing to solicit public comment on the <br />2023 proposed budget and 2023 proposed property tax levies <br />Applicable Deadlines: November 25 – December 24, 2022: The City is required to hold <br />a public meeting where the proposed 2023 tax levies and <br />budgets must be discussed, and the public must be given a <br />reasonable amount of time to comment. <br /> December 28, 2022: Cities are required to adopt final 2023 levies <br />and budgets, and certify the final 2023 levies to the County <br />Auditor by this date. <br />Legislative History: City Council received the initial 2023 City Manager <br />Recommended Budget at the July 27, 2022 work session. <br /> A subsequent budget discussion occurred at the August 23, 2022 <br />work session along with the CIP presentation and discussion.
