December 6, 2022 Page 1 of 3 <br /> <br /> <br /> <br /> <br /> <br /> <br />Pursuant to notice thereof, a City Council meeting and 2022 Truth in Taxation Hearing of the New <br />Brighton City Council was held Tuesday, December 6, 2022 at 6:30 pm in the New Brighton Council <br />Chambers. <br /> <br />Present: Mayor Niedfeldt-Thomas, Abdulle, Allen, Axberg and Dunsworth <br />Absent: <br /> <br />Also Present: Devin Massopust-City Manager, Sarah Sonsalla-City Attorney, Gina Foschi-Finance <br />Director <br /> <br /> <br />Call to Order <br />Mayor Niedfeldt-Thomas called the meeting to order at 6:30 pm. <br /> <br />Pledge of Allegiance <br />Mayor Niedfeldt-Thomas led the Council in the Pledge of Allegiance. <br /> <br />Approval of Agenda <br />Approval of the December 6, 2022 Council Agenda. <br /> <br />Motion by Councilmember Axberg, seconded by Councilmember Allen to approve the <br />agenda as submitted. <br /> <br />5 Ayes, 0 Nays-Motion Carried <br /> <br />Public Hearings <br /> <br />A. Truth in Taxation Hearing <br /> <br />City Manager Massopust reported staff has a presentation on the 2023 Budget for the Council <br />this evening. He commented on the strategic priorities of the City Council along with the <br />results of the recent community survey. He discussed the high priority the City places on its <br />employees and explained after the presentation, a budget hearing would be held. <br />Finance Director Foschi explained in September the Council approved the preliminary levy <br />and notices were sent to property owners in the City. She reported the purpose of this meeting <br />was to provide a summary on the budget and to describe how the budget would impact <br />property taxes. The purpose and objectives of the 2023 budget were reviewed in further detail, <br />along with the City’s ongoing commitments. The 2023 General Fund expenditures and <br />revenues were discussed. It was noted the proposed property tax levy was $12,609,500, which <br />included an additional investment in the City of $1,133,900 over last year or 9.88%. Staff <br />discussed the items within the budget that were increasing for 2023 and compared New <br />Brighton’s per capita costs to comparable cities. She commented on the tax levies for the past <br />ten years and noted how property tax dollars are used by the City.
