<br />EXHIBIT XXIV-D <br /> <br />"BUT FOR" ANALYSIS <br /> <br />NHHI - New Brighton, a division of National Handicap Housing <br />Institute, Inc., is proposing the construction of a twenty-five <br />unit handicapped housing facility in the City of New Brighton. <br />Upon completion, the proposed housing facility will create the <br />full time equivalent of eleven additional employment <br />opportunities, as well as additional construction employment for <br />the area, and will increase the City's tax base by approximately <br />$925,000. <br /> <br />Because of the facility's proximity to the freeway, HUD has <br />required the installation of central air conditioning in order to <br />diminish the noise. Additional, extensive landscaping is <br />required to screen out the excessive noise created by the <br />freeway. Additional office space is also required to office the <br />Personal Care Attendants for the severely handicapped. In <br />addition to the noise factor and space requirements, assistance <br />is requested to help assist in the land acquisition and with the <br />significant soil correction costs. Without City assistance, the <br />project would be economically unfeasible for NHHI to proceed. <br /> <br />XXIV-D-1 <br />
