EXHIBIT XXIV-D

"BUT FOR" ANALYSIS

NHHI - New Brighton, a division of National Handicap Housing
Institute, Inc., is proposing the construction of a twenty-five
unit handicapped housing facility in the City of New Brighton.
Upon completion, the proposed housing facility will create the
full time equivalent of eleven additional employment
opportunities, as well as additional construction employment for
the area, and will increase the City's tax base by approximately
$925,000.

Because of the facility's proximity to the freeway, HUD has
required the installation of central air conditioning in order to
diminish the noise. Additional, extensive landscaping is
required to screen out the excessive noise created by the
freeway. Additional office space is also required to office the
Personal Care Attendants for the severely handicapped. In
addition to the noise factor and space requirements, assistance
is requested to help assist in the land acquisition and with the
significant soil correction costs. Without City assistance, the
project would be economically unfeasible for NHHI to proceed.

XXIV-D-1
