Any proposed lighting shall be directed downward and installed so as to prevent direct <br />light from being detectable at the lot line; lighting is also not to shine directly into the <br />public right-of-way or adjacent residences. <br />5. The applicants shall follow conditions of the RCWD’s permit approval. <br />6. Signage updates shall be reviewed and approved through the City’s standard sign permit <br />process. <br />Commissioner Frischman stated she did not recall the Planning Commission ever reviewing park <br />renovations in the past. Assistant Director of Community Assets and Development Gozola <br />described the site plan review process that must be followed for park renovations. <br />Chair Biedenfeld asked if pickleball would be part of these park improvements. Director Fink <br />explained four pickleball courts were being planned for Totem Pole Park. She indicated the <br />tennis courts within Hansen Park would remain tennis courts. <br />Commissioner Allen reported she lives near Hansen Park and she frequented this park often. <br />She stated she was looking forward to these improvements being completed. <br />Commissioner Nelsen requested further information regarding the restroom facilities. Director <br />Fink described the type of restroom facilities that would be installed at Hansen Park. She <br />explained the same type of stone would be used on this building as was used at Sunny Square. <br />Commissioner McQuillan questioned how traffic would be addressed along 4th Avenue. <br />Director Fink reported she was not aware of any traffic concerns. She commented further on <br />how traffic would enter and exit the park from the single parking lot. <br />Commissioner Harrison asked if there were retention ponding requirements for the new <br />parking lot. Director Fink stated the City worked with the Rice Creek Watershed District on the <br />plans for this park. She explained a small amount of wetland credit (0.07 acres) was required to <br />complete the proposed improvements for Hansen Park. <br />Commissioner Enanaa asked why the trails and boardwalks were being removed. Director Fink <br />reported this was necessary due to the soil corrections that had to be completed and because <br />of the alignment of the new trails. <br />Further discussion ensued regarding the tree plantings that occurred every year for Arbor Day. <br />Commissioner Frischman understood Hansen Park was highly used by residents. She asked if <br />the bridge over the creek would be renovated. Director Fink reported this would be done in <br />Phase II for Hansen Park which would be completed in 2024. <br />Motion by Commissioner Enanaa, seconded by Commissioner McQuillan, to recommend the <br />City Council approve the Site Plan based on the findings of fact and conditions. <br />A roll call vote was taken. Approved 7-0.
