Planning Report <br />Site Plan Review: Totem Pole Park <br /> <br /> <br />To: Planning Commission <br />From: Ben Gozola, Assistant Director DCAD <br />Meeting Date: 4-18-23 <br />Applicants: City of New Brighton <br />Main Contact: Jennifer Fink, Director of Parks & Recreation <br />Location: Totem Pole Park (1011 Foss Road) <br />Zoning: R-1 <br /> <br /> <br />Introductory Information <br />Project: The City of New Brighton is seeking authorization to rehabilitate park facilities at <br />1011 Foss Road (Totem Pole Park) in accordance with the recently approved 2040 <br />Park & Trail System Master Plan. <br /> <br />History: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> Park established in 1968. <br /> Maintenance of park facilities has occurred as needed since the park’s <br />establishment, but this would be the park’s first major upgrade since 1968. <br /> November 13, 2018 – Council authorized the Parks and Recreation Department <br />to enter into an agreement with WSB and Associates Inc. to provide services <br />for a Comprehensive Park System Plan <br /> February 6, 2019 – Parks, Recreation and Environmental Commission (PREC) <br />voted to recommend the Parks Comprehensive Parks System Plan Steering <br />Committee to Council for appointment. <br /> February 13, 2019 – City Council appoints Parks Comprehensive Parks System <br />Plan Steering Committee. <br /> July 2019 – City Council adopts the City’s new 2040 Comprehensive Plan <br />guiding overall City development for the next thirty years. Plan includes a <br />specific recommendation to undertake a separate and specific comp planning <br />process for the City’s park system. <br /> March 4, 2020 – City Council reviews initial draft plan and calls for plan <br />finalization. Additional public review held throughout March. <br /> 2019 – Data collection & evaluation, community engagement, reports on <br />findings, and preliminary recommendations and concepts were drafted.
