Special Use Permit – Apple Tree Dental <br />Planning Commission Report; 6-20-23 <br /> <br /> <br />Page 9 <br />(cont.) <br /> <br /> There are positives and negatives with both options, but staff believes either would <br />fulfill the intent of code. <br /> As this is not a customer destination, reliable hours for this site (according to the <br />applicant) will likely be 8:00 a.m. to 6:00 p.m., with a majority of the workforce <br />operating from 9:00 a.m. to 5:00 p.m. Accordingly, potential impacts from parking <br />lot lights will be limited to winter months at the end of the typical workday. No <br />unique impacts to adjacent areas are expected, and either of the proposed screening <br />approached should serve the intended purpose. <br /> <br />Parking & <br />Traffic: <br /> There are no traffic concerns. The proposed garage addition will not generate <br />significant new trips, and the new use is a permitted use in the MUN zoning district. <br /> On-site parking will increase from 31 to 35 surface parking spaces with the <br />proposed changes. Under the “office” use designation in the MUN district, parking <br />should be right-sized for the business with an upper limit of 40 spaces based on an <br />approximate 8,000 sq ft building. Spaces as proposed will therefore meet code <br />standards. <br /> <br />Signage Any proposed signage would need to be permitted though the City’s separate sign <br />permit review process. <br /> <br />Storm water / <br />Grading / <br />Erosion: <br /> Because there is no storm sewer in this area of the community, management of <br />stormwater with this project is a primary concern for engineering. As a condition <br />of approval, the applicants shall be required to address all engineering concerns in <br />the attached 6/15/2023 Engineering memo. <br /> No RCWD permit is required as the proposed area of disturbance is just under the <br />10,000 square foot threshold which triggers the permit requirement. Because this <br />is a cumulative threshold, the applicant should understand that any future changes <br />or projects will very likely trigger the RCWD Rule C provisions. <br /> <br />Fire/Safety: Prior to issuance of a certificate of occupancy, a fire protection engineer shall be <br />hired by the applicant to determine if the new commodity matches the sprinkler <br />density of the building. Work of the fire protection engineer shall be coordinated <br />with the local Fire Marshal. <br /> <br />Lighting: Lighting on the garage shall not shine directly into the public right-of-way or onto <br />any residential use. As a condition of the SUP, the applicant shall be required to <br />correct any lighting problems that are identified following construction (none are <br />anticipated). <br /> <br />
