Special Use Permit – Pioneer Paper Stock of MN
Planning Commission Report; 7-18-23

Page 10
Building
Materials:
 No issues identified.

Building
Height:
 No changes are proposed.

Lot Access:  To facilitate better site circulation, one (1) new access point to the property is
identified off the public cul-de-sac in the SE corner of the property. Engineering
has reviewed the proposal and feels this is a workable addition. Any specific
concerns to address are outlined in the 7/12/2023 engineering memo. As a
condition of any SUP approval, all engineering items shall be addressed prior to
business operations beginning.

Water
System(s):
 No water supply issues were identified for the property / new business.

Sanitary
System(s):
 No sanitary sewer issues were identified for the property / new business.

Landscaping /
Screening:
 The existing site is well screened as shown in the submitted documentation. Per the
applicant, they will “…clean up the overgrown landscape areas to re-establish a
professional manicured appearance.”
 Because no additions or new buildings are proposed, there are no requirements for
additional landscaping at this time.

Parking &
Traffic:

 There are no traffic concerns. For two decades, this industrial site has been a hub
for daily truck traffic, and the new proposed use will continue that practice.
 The existing east truck lot will be restriped to accommodate approximately 82
truck trailers for staging, plus 13 smaller stalls for truck cabs. Both the east and
west parking lots have adequate circulation and turning space to accommodate the
city’s emergency response vehicles. The business itself has a fleet of seven (7)
tractor trailers, nine tractors (two are spares), three on-site shredding trucks, two
yard trucks, and one straight truck for servicing their customers. All other trucks
coming and leaving the site will be from outside haulers.
