Mr. <br />Davis stated the surfaces of parking lots were not being considered yet, but this would be a way <br />to think about other options instead of hardscape. <br />Commissioner McQuillan questioned if pavers were more expensive than hardscape. Mr. Davis <br />reported this can be and that was why the City would have to tie this to the flexible maximum <br />language to ensure the additional parking was better for the environment. <br />Chair Biedenfeld stated this felt like more of a leap for him. He indicated he would want to <br />know how this type of parking lot has successfully been used in Minnesota. <br />Commissioner McQuillan believed this was a great idea on concept, but he too would like to <br />know more about how this has worked in Minnesota. <br />Councilmember Allen stated he would want to encourage low salt options for parking lots, <br />along with runoff from cars. <br />Further discussion ensued regarding how semis were impacting 8th Street and other streets in <br />the community. <br />Mr. Davis then discussed his recommendations for bike, rideshare and micro mobility parking. <br />He noted Roseville has required certain size parking lots to have EV charging stations. He <br />indicated this was something the City of New Brighton could do. <br />Commissioner Enanaa indicated he supported this section of the parking code stating it was <br />very proactive. <br />Councilmember Allen supported addressing these issues as well for future developers. He <br />stated the EV requirements may be more applicable to multi-family developments and <br />commercial projects, than other projects. <br />Chair Biedenfeld explained he would need a lot more information before he would be <br />comfortable with the overall parking code, but he appreciated the proposed recommendations <br />for the bike, rideshare and micro mobility parking. <br />Commissioner Nelsen stated he leaned towards incorporating bicycle parking requirements <br />because this was not a huge financial burden for developers. <br />Assistant Director of Community Assets and Development Gozola questioned how the <br />Commission felt about requiring enclosed parking for two-plus multifamily dwellings. He stated <br />this was the first City he has worked for that does not require enclosed parking for single family <br />homes and asked if this should be addressed. <br />
