Amend “Traffic Safety Islands” to require fewer islands that are not for traffic safety and require <br />drainage plans to incorporate using islands as snow storage. <br />a. Exempt shared driveways from needing a setback under “Required Setbacks for Parking Areas, <br />Aisles, and Driveways”. (Goal 6) <br />5. Incorporate wholistically within “Parking Spaces and Aisle Standards” ADA requirements <br />through referring to Federal guide. Amended some parts of measuring spaces. (Goal 2, 8) <br />a. This is recommended by Traffic Engineering expert and supported by National Parking <br />Association data. <br />6. Incorporation of shared access requirements from Mixed Use section into “Driveway and Surb <br />Cut Standards”. Amended allowing driveways on adjacent properties to be closer together and <br />how to measure driveways within right-of-way and on the subject property. An allowance to <br />require smaller driveways along trails and safe routes to schools is included. <br />a. Changes recommended by Traffic Engineering and Sustainability experts for traffic <br />safety. The MU district requirements provide a good supplement regarding access <br />management. (Goal 6, 7) <br />b. Clear incorporation of and allowance for public trails, SRTS, and pedestrian traffic needs <br />to help dictate driveway designs. (Goal 7) <br />7. Incorporation of Mixed Use requirements for vehicle and pedestrian circulation under <br />“Circulation”. Some expansion of requirements to improve pedestrian experiences through <br />parking lots, low salt designs, and access across properties. <br />a. Traffic Safety Engineer expert recommended better circulation requirements for <br />vehicles. Pedestrian circulation supported by MU requirements and some review of <br />cities like Burnsville and others in the area. (Goal 7, 8) <br />8. New “Drainage and Stormwater Management” to require drainage and stormwater plans for <br />new parking lots to control run off. <br />a. Prompting and allowing for City Engineer and Planning to discuss parking lot design <br />during development review (Goal 2, 3, 8). <br />9. New “Electric Vehicle (EV) Charging” standards for developments including EV stations. <br />a. Created to provide guidance for necessary number of spaces when developments <br />include EV spaces. Does not become a requirement unless reductions are taken under <br />Sec 11-040. (Goal 3, 4) <br />10. New “Snow and Snowmelt Management” section for developments including low-salt designs. <br />(Goal 3, 8)
