This is part of <br />the larger ongoing effort to update all of the Zoning Ordinance. To date there has been City Council, <br />Planning Commission, Equity Commission and community input leading to preparation of a draft <br />ordinance. On October 24, 2023, the City Council and Planning Commission held a joint session to <br />review the final draft ordinance. Overall, the comments were positive with notes to: <br />• Review Accessory Dwelling Unit (ADU) parking when the ADU Ordinance is crafted in 2024. <br />• Provide market city information about enclosed parking for multi-family for background <br />information. There is a concern about affordability and being overly restrictive. <br />• Proposed changes to the previous draft reviewed by the Planning Commission were to: <br />o eliminate the addition of one enclosed space requirement to SF homes. There is <br />concern about creating non-conformities and increase cost of housing. <br />o reduce enclosed space requirements for elderly housing from 1.0/unit to 0.5/unit. <br />(Keeps existing ordinance requirement). <br />• Provide side by side of current and proposed chart of minimum parking needed. <br /> <br />I. Goals of the Update <br />The City of New Brighton wants to modernize its outdated parking and access standards to better reflect <br />the community’s needs and to enhance land use, all with equity and climate considerations in mind. <br />Specifically, updates to the parking ordinance(s) will help the City realize the following goals: <br /> <br />• Goal 1: Ensuring the city’s parking standards maximize the creation of housing, jobs, and <br />destinations by ensuring that only a necessary amount of parking is required as the city develops <br />and redevelops land
