2

V. Report from City Council Liaison
Councilmember Abdulle provided the Commission with an update from the City Council. He stated
the Council reviewed the site plan for Totem Pole Park. In addition, the Council received an update
on the Climate Action Plan. He explained he attended the Rotary Gold Plate Dinner, which was a
fundraiser for Northeast Youth and Family Services. He reported the Council received a presentation
on the 2022 audit where the City received a clean or unmodified opinion. He stated the outdoor
farmers market would begin again in June on Wednesday at the Community Center.
VI. Public Hearing
(A) Special Use Permit Amendment: Application from Global Academy at 3000 5th St NW to
amend the existing SUP for the facility by adding a new 20’ x 50’ garage on the campus to
house grounds keeping equipment; PID 30-30-23-23-0044.
Assistant Director of Community Assets and Development Gozola reported Global Academy is
proposing to construct a new 20’ x 50’ garage (1000’ sq ft) on the school campus to house
grounds keeping equipment. The existing garage that has been used by the school is soon to be
demoed to make way for development of the former Seminary property. Staff provided further
comment on the request and recommended approval of the Special Use Permit Amendment,
based on the findings of fact and subject to the following conditions:
1. As a component of the garage building permit application, details must be provided as to
how boundary line improvements between the Global Academy property and the former
seminary property to the north will be handled (i.e. grading, impervious removal,
landscaping, etc.). Engineering will review plans from both parties simultaneously to
ensure all plans work in conjunction with one another.
2. Materials used on the garage shall be consistent with guidance by the Planning
Commission.
3. The applicant shall be required to correct any lighting problems associated with the new
garage that are identified following construction.
4. Failure to adhere to these conditions of approval shall be grounds for revocation of the
special use permit amendment by the City Council.
5. Landscaping shall be added around the new garage structure.
Commissioner Frischman asked how the plat would be laid out. Assistant Director of
Community Assets and Development Gozola stated staff was uncertain. He reported staff was
aware the property has been sold and they have acquired a demo permit.
