<br /> <br />5 <br /> <br />Commissioner Frischman questioned if this stadium sign was the same as the sign at Mounds <br />View High School. Mr. Fink discussed how this was an updated version of their sign. <br />Commissioner Frischman inquired when the stadium sign would be installed. Mr. Fink reported <br />the sign would be installed in July in order to have it operational by September 1. <br />Commissioner McQuillan asked if the sign would come with noise concerns. Mr. Fink explained <br />the sound system was separate from the dynamic display sign. He indicated the sound system <br />was recently replaced and was placed on the home side of the bleachers facing away from the <br />residential homes. <br />Councilmember Allen questioned if the poles for the scoreboard would have to be replaced. <br />Mr. Fink stated the poles would have to be replaced in order to support the new dynamic <br />display sign. <br />Motion by Commissioner McQuillan, seconded by Commissioner Enanaa to close the Public <br />Hearing. <br />Approved 6-0. <br />Motion by Commissioner Frischman, seconded by Commissioner Nelsen, to recommend the <br />City Council approve the requested special use permit based on the findings of fact listed on <br />page 11 of the report subject to the conditions listed on pages 11 & 12 as may have been <br />amended here tonight. <br />Approved 6-0. <br />VII. Business Items <br />(A) Commissioner Handbook & Electronic Use Form. <br />Assistant Director of Community Assets and Development Gozola explained State law requires <br />that all City employees and officials follow data practices and record management laws. <br />Additionally, state law mandates that the public be provided with the ability to communicate <br />with all elected and appointed officials. To help meet these requirements, the City has <br />historically provided commissioners with City email addresses and city-owned electronic <br />devices to be used to conduct City business. This waiver informs Commissioners of the risks of <br />using personal devices and emails so each individual can make an informed choice that is best <br />for them. The waiver helps the City document each individual commissioner’s preferred way for <br />the public to contact them. It also helps staff know who to ask for data from personal devices to <br />make sure the City is meeting its legal obligations regarding data and records. Two paper copies <br />of this waiver will be available for each commissioner when they arrive to the meeting. Staff <br />asked that each Commissioner complete and sign both forms and provide one copy of the form <br />to staff. <br />
