<br /> <br />2 <br /> <br />V. Report from City Council Liaison <br />Councilmember Allen provided the Commission with an update from the City Council. He stated the <br />City had a successful National Night Out in August. He thanked all of the residents, staff members <br />and public safety personnel who were able to participate. He commented on Stockyard Days and <br />thanked the Lions for assisting with planning this great community event. He thanked all of the <br />members of the public that were able to attend the summer concerts series. He reported the Council <br />has been working on a land acknowledgement for the City. He described the work the City has been <br />doing with Xcel Energy on an Energy Action Plan for the community. He explained the Council was <br />working on the 2024 budget, tax levy and capital improvement plan. He noted the Council would be <br />setting the preliminary levy for 2024 on September 26. <br />VI. Public Hearing <br />None. <br />VII. Business Items <br />(A) Parking Standards Revision Check – Bolton & Menk. <br />Assistant Director of Community Assets and Development Gozola reported Bolton & Menk <br />were in attendance to review the initial draft of revised parking standards coming out of the <br />Right-Sizing Parking Project. It was noted feedback from Council, the Planning Commission, the <br />Equity Commission, and the business community was used to come up with the recommended <br />revisions. <br />Harry Davis, Bolton & Menk representative, reviewed the redlined draft of the proposed <br />parking code in detail with Planning Commission. He commented on the work he had done to <br />date and summarized the goals of the project. The previous meeting topics, preliminary <br />concepts, and feedback were discussed, along with the changes made to the code. He <br />commented on how expert data and parking examples were reviewed and noted nearby city <br />codes have been helpful for context. <br />Commissioner McQuillan asked if the City used salt on its streets. <br />Councilmember Allen stated it was his understanding the City used a liquid brine on the streets <br />and has been doing so for several years. <br />Commissioner Nelsen questioned how staff would make a determination when it comes to <br />parking decisions within a “cumulative development”. Mr. Davis explained one of the cities he <br />has worked with for a while has a similar trigger and when the valuation of the building permits <br />reaches half of the value of the property, parking has to be updated. Assistant Director of <br />Community Assets and Development Gozola stated it was always nice to have something <br />concrete to work with, but at times it was nice to have flexibility.
