However, <br />there are exceptions to this rule which are outlined in the Employee Handbook Section 29 “Vehicle/City <br />Equipment Usage.” <br />DISPOSAL <br />Assets are removed from use through sale, trade, obsolescence, scrap, theft, and donation. The approval <br />of the City Manager shall be required to dispose, sell, donate, or trade any capital asset valued up to <br />$20,000. The City Manager may delegate this authority to Department Heads. Disposal of assets with a <br />current value greater than $20,000 will also require the approval of the City Council. The following steps <br />shall apply once approval has been granted to dispose of the asset: <br />1) Public Auction <br />The capital asset shall be sold at public auction in accordance with the City Code. <br />2) Negligible Value <br />The determination of the value of the capital asset shall be made by the Department Head having <br />been delegated authority by the City Manager. If determined that the capital asset currently has a <br />negligible value, then the capital asset may be discarded or donated. <br />
