Preservation Strategy:Rental Licensing Strategies <br />Context <br />The older apartment buildings in New Brighton are an important source of naturally occurring affordable <br />housing. But to remain a community asset they require high quality property management and ongoing <br />attention to their physical conditions. <br />Best practices in rental licensing programs provide carrots and sticks to incentivize high quality <br />management practices in older buildings, and reduce the likelihood that they become problem properties. <br />Objective <br />Utilize best practices to encourage high quality property management of older apartment buildings, so <br />that they endure as affordable housing options and positive community assets. <br />Strategy <br />Adopt a tiered rental licensing regime that includes increased inspections and <br />fees for properties that have more frequent issues, with heightened oversight <br />extended to additional properties owned by offending property owners. <br />Offer property management training resources. <br />Resource requirements.Additional staffing requirement can be <br />at least partially offset by licensing fees.New Brighton Housing StudyCase Study: <br />Minneapolis <br />Rental Licensing Program
