A franchise fee is a fee added to the Xcel utility bill to help cities cover increasing costs of providing important services – such as maintaining aging facilities and infrastructure – without raising property taxes.The purpose of a franchise fee is to grant Xcel Energy permission to construct, operate, repair and maintain a gas and electric distribution utility in the public ways and public grounds of the City of New Brighton. Xcel Energy is the sole provider of natural gas and electricity in the City of New Brighton. Their gas and electric utility systems occupy an estimated 84 acres of City street right‐of‐way and they benefit from the all‐weatheraccess afforded by the City streets that are repaired and maintained by City taxpayers.Franchise are collected from residents, businesses, schools, churches and non‐profits.These fees are collected in lieu of ROW permit fees.Xcel retains no portion of the fees collected.What is a Franchise Fee?
