<br /> <br /> <br /> 2 <br />2 <br />extends into Fridley and Columbia Heights to the west, St. Anthony to the south, Mounds View to the <br />north, and Arden Hills and Shoreview to the east while the Well 12 DWSMA is entirely within the New <br />Brighton city limits. <br />The vulnerability of the uppermost source water aquifer in the Primary DWSMA ranges from Low to High <br />(Figure 1). The aquifer vulnerability in approximately 82 percent of the area in the Primary DWSMA is <br />classified as Moderate while approximately 10 percent of the area in the Primary DWSMA has an aquifer <br />vulnerability classification of High. The remaining area (approximately 7 percent of the area in the Primary <br />DWSMA) has an aquifer vulnerability classification of Low. The aquifer vulnerability classification <br />throughout the entire Well 12 DWSMA is Low (Figure 1). <br />Part 1 of the Plan was approved by the Minnesota Department of Health on August 3, 2022. <br />This document comprises Part 2 of the Plan amendment and includes the following information: <br />• A review of data elements identified by the Minnesota Department of Health as applicable to the <br />DWSMA. <br />• Results of an inventory of potential contaminant sources within the DWSMAs. <br />• A review of changes, issues, problems, and opportunities related to the public water supply and <br />the identified potential contaminant sources. <br />• A discussion of potential contaminant source management strategies and the goals, objectives, <br />and action plans associated with these management strategies. <br />• A review of the Wellhead and Source Water Protection evaluation program <br />• New Brighton’s alternative water supply contingency strategy specified in the City’s Local Water <br />Supply Plan that was previously submitted to and approved by the Minnesota Department of <br />Natural Resources. <br />The potential contaminant source inventory (PCSI) was performed in accordance with Minnesota <br />Department of Health (MDH) requirements. Potential sources of contamination that could affect the <br />source water aquifers were identified during the PCSI. The PCSI identified potential contaminant source <br />locations in the Primary DWSMA but did not find any potential contaminant source locations in the Well <br />12 DWSMA. Potential contaminant sources identified in the Primary DWSMA include wells, storage tanks <br />(including properties where leaking underground storage tanks had been located), hazardous waste <br />generators, aggregate mining locations, dump and spill sites, chemical storage sites, properties where <br />Class V wells may be or may have been present, and sites where contaminants have or may have been <br />released (some of these sites are not included in the other potential contaminant source categories). <br />The goals and objectives of this Plan will focus on reducing the potential contaminant pathways to the <br />source water aquifers that may be provided by private wells, educating property owners and water supply <br />users, and working with surrounding governmental units whose jurisdictions overlap the DWSMAs to <br />ensure, to the extent possible, proper management of the portions of the DWSMAs that extend into these <br />other jurisdictions. <br />The City has identified the following goals for implementation of this Plan:
