STAFF Memorandum <br />Consider Accepting Bids and Authorizing Staff to Enter into a <br />new Five-Year Contract for Recycling Services <br /> <br /> <br />To: City Council <br />From: Ben Gozola, Assistant Director DCAD <br />Meeting Date: 7-11-23 <br /> <br /> <br />INTRODUCTION <br />Every 5 to 7 years, the City must enter into a new contract for community recycling services with a local provider. <br />The City’s current 7-year contract with Republic Services is set to expire at the end of 2023, so an RFP was issued in <br />March of 2023 to obtain new bids for service. Three (3) proposals were received which are outlined herein. While <br />confirmation on some details may still be warranted, the preferred vendor after comparing base price, environmental <br />factors, clean-up day costs and direct personal service is Republic Services. <br />PROPOSALS <br />City staff worked with Ramsey County and Foth Engineering to prepare the RFP, and to identify all local recycling <br />providers who may have interest in this opportunity. Twelve companies were presented with the RFP and asked for <br />bids: Ace Solid Waste, Republic Services, Aspen Waste, Curbside Waste, Dicks Sanitation, Tennis Sanitation, Highland <br />Sanitation, Eureka Recycling, Maroney’s Sanitation, Walters Recycling, Waste Management, and Gene’s Disposal. <br />Three (3) companies elected to submit proposals by the required deadline: Republic Services (our current provider), <br />Waste Management, and Walters Recycling. <br /> All three submittals included the required content and forms; <br /> None of the three companies claim to have any litigation in the past five years within the State of MN; <br /> All three companies signed the required certification of independent proposal pricing. <br />PRICING <br />All three proposals included proposed pricing for the three areas of requested service: residential curbside recycling <br />for single family units, the cost to provide services for our spring and fall clean-up days, and the optional service cost <br />to include small multifamily buildings (under 10 units) under the City’s contract. Following receipt of initial bids, <br />staff learned from one of the vendors that they misunderstood that servicing all multifamily buildings was not <br />necessarily guaranteed, so all vendors were issued a clarification and given additional time to update their bids.
