New Brighton Climate Action Plan 5 -3 <br />CAP ACTIONS Strategy Action Water and Wastewater <br />W 1: Promote increased water conservation citywide with a targeted reduction of <br />10% by 2030. <br />W 1- 1 Implement or expand water leak detection within municipal water supply system with the goal of re- <br />ducing water leaks. <br />W 1- 2 Expand water conservation outreach and incentive programs for residents and businesses. <br />W 1- 3 Consider rate design structures that incentivize water utilization and conumption in line with the <br />broader goals of this climate action plan, economic and job development, and take into consideration <br />the city's water pumpage requirements, such as encouragement of reduction of summer irrigation in <br />favor of uses which support job development and/or businesses aligning with the goals of the Climate <br />Economy section of this plan. Include education and engagement plan to raise awareness about <br />change and water efflciency. <br />W 1- 4 Evaluate the potential for installation of rainwater collection systems at municipal facilities <br />(especially parks) for graywater uses, and investigate opportunities for graywater reuse at existing <br />and new municipal facilities and properties. <br />W 1- 5 Update building codes to require water conservation measures (e.g., grey water infrastructure, water <br />-efflcient irrigation systems, native and drought-resistant landscaping) in new construction and reno- <br />vations. <br />W 1- 6 Issue an RFP for large water use businesses, particularly those focused on sustainability and services <br />aligned with the broader goals of this Climate Action Plan, to relocate to New Brighton to be eligible <br />for discounted water (at cost). Use revenue for climate action plan implementation. <br />W 1- 7 Facilitate reduction of water use by top 20 customers. Request large institutions and businesses to <br />identify speciflc opportunities for employees or customers to conserve water and incorporate water <br />efflciency into internal operations. <br />W 1- 8 Explore creation of an ordinance requiring moisture sensors with all new irrigation systems installed <br />in the city. <br />W 1- 9 Collect water for drought expanses that are expected. <br />W 1- 10 Evaluate opportunities for real-time water metering and smart metering to help customers better <br />understand and reduce their water consumption. <br />W 2: Reduce wastewater generation community-wide with a targeted reduction of <br />10% by 2030. <br />W 2- 1 Identify existing programs or establish a New Brighton program which provides low-fiow water flx- <br />ture discounts, installations and information to encourage use of low-fiow water flxtures in residential <br />homes and businesses. <br />W 2- 2 Require rainwater collection systems and Water Sense water efflcient flxtures and appliances at all <br />City facility projects and all projects receiving City funding. <br />W 2- 3 Create greater awareness and adoption of water conservation through educational and promotional <br />material. <br />W 2- 4 Explore options for expanding the use of greywater systems and water conservation measures in pub- <br />lic and private buildings.
