New Brighton Climate Action Plan 6 -3 <br />CAP ACTIONS Strategy Action Local Food and Agriculture <br />LF 1: Increase production of local food, particularly serving low income and food <br />insecure individuals. <br />LF 1- 1 Consider policy changes to increase local food production relating to urban agriculture and food pro- <br />duction activities including front yard and rooftop vegetable gardens, community gardens, urban <br />farms, beekeeping, and poultry keeping. <br />LF 1- 2 Establish a communication system whereby local gardeners could trade food (i.e. if one person has <br />too many tomatoes, could offer them to trade or for free pick up). <br />LF 1- 3 Work with community organizations, neighborhood groups, and public libraries to organize a garden- <br />tool lending program and garden bounty exchange program, including canning/preservation tools. <br />LF 1- 4 Partner with schools, private companies and other organizations to create sustainable gardening pro- <br />grams at public and private schools and businesses at locations that to serve youth, immigrant, and <br />people with lower incomes or who are experiencing food insecurity. Promote local food production <br />through these partnerships, funding, and educational programs. <br />LF 1- 5 Collaborate with partners to provide educational resources such as featuring fllms, "fact sheets" and <br />educational content. Use these partnerships to create fleld trips for students and others to visit <br />farms and urban agriculture sites to see food production, meet farmers and animals and promote con- <br />sideration of farming and local food production as a career. Communications, events, and fleld trips <br />to prioritize racial/cultural diversity among participants. <br />LF 1- 6 Offer low price compost bins similar to rain barrels the County currently offers; potentially work with <br />businesses as well and city could then sell or give compost to residents. <br />LF 1- 7 Analyze existing Municipality purchasing and procurement policies and explore creating a policy pre- <br />ferring purchasing foods grown, or from , local establishments. <br />LF 1- 8 Incentivize and reward soil best management practice for urban lawns, gardens, landscaping, parks, <br />open spaces, prairies, environmentally sensitive areas, and agricultural land uses. <br />LF 1- 9 Support existing school and community gardens and provide opportunities to expand community <br />growing spaces with a focus on locating garden infrastructure to serve youth, immigrant, and people <br />with lower incomes or who are experiencing food insecurity. Community growing and garden spaces <br />may include use of park space, unused city owned space, etc. Program should prioritize conversion of <br />impervious spaces to garden space and preservation/increase of overall green space beneflt. Provide <br />on-going promotion, communication, and education of the sites and opportunities including appropri- <br />ate translated and accessible content. <br />LF 1- 10 Establish incentives for local hydroponic growers, particularly those serving vulnerable or low income <br />community members and using renewable energy to power their facilities, in the form of free or re- <br />duced water. <br />LF 1- 11 Allow community gardens or urban farms on vacant land in all zoning districts, except industrial, to <br />increase the availability of locally produced food for all residents.
