New Brighton Climate Action Plan 10-4 <br />CAP ACTIONS Strategy Action Cross Pollinating <br />CP 2: Facilitate external support needed for climate action plan implementation. <br />CP 2- 1 Identify an existing commission or establish a commission to act as a primary community member <br />body to support the implementation of the CAP. Commission’s annual work plans should include <br />support of the implementation of the Climate Action Plan; supporting City staff in any relevant de- <br />partments; receiving updates on City CAP projects and progress; being provided with opportunity to <br />comment on identiflcation of annual CAP implementation priorities, projects, and budgets; and <br />providing input on plan adjustments as needed. <br />CP 2- 2 Establish a roster of New Brighton Climate Action spokespeople comprised of regional celebrities and <br />well regarded regional community members to support building regional awareness of climate <br />action, beneflts, and the City's plan. <br />CP 2- 3 Establish a coordinated communication and education campaign supporting the communication and <br />educational needs of each of the CAP sections. The campaign should also look to help community <br />members: <br />•Understand climate change in general, anticipated impacts, and the function and importance of im- <br />plementing a Climate Action Plan. <br />•Understand why change at the individual, community, City, and business level needs to occur, <br />•The role of individuals, households, and businesses in making change <br />•How to make those changes correctly, and <br />•What the beneflt/incentive to them might be; for example, articulating that switching to solar ener- <br />gy and or an electric bus fieet might help reduce bills <br />CP 2- 4 Continue and expand sustained outreach and engagement efforts that seek to build and maintain di- <br />rect relationship with under-resourced, traditionally marginalized, and climate vulnerable communi- <br />ties within New Brighton. <br />CP 2- 5 Establish jurisdictional partnerships that advance CAP strategies to advance and accelerate action. <br />This can include government entities like Ramsey County, the State of Minnesota; utilities like Xcel <br />Energy; institutions like Mounds View School District, St. Anthony - New Brighton School District; <br />New Brighton businesses, and community groups. <br />CP 3: Maintain appropriate funding to support plan implementation. <br />CP 3- 1 Establish and maintain a database of federal funding, incentives, and grants available to support re- <br />gional and local government climate action implementation resulting from the Infiation Reduction <br />Act (IRA), Infrastructure Investment and Jobs Act (IIJA) and others. Explore opportunities for grant <br />submissions, including collaboration with other communities or entities. <br />CP 3- 2 Maintain a budget and identify funding sources for staff dedicated to the implementation of the CAP. <br />CP 3- 3 Identify a budget necessary to support projects on an annual basis as per annual implementation <br />plans. <br />CP 3- 4 Utilize no-cost technical assistance offerings as available.
