<br /> <br />13 <br />Existing Streets, Sidewalks and Trails <br />Existing Sidewalks and Trails <br />The City has approximately 26.2 miles of sidewalks. Sidewalks are the backbone of the City’s <br />bike and walk system. Community input has shown a strong desire for enhanced bike and <br />pedestrian connections throughout the city, especially to connect people to the parks <br />system, as well as the regional trail network. Most existing local trails are currently within <br />existing city/county parks. However, additional local trails are planned outside of city parks. <br />In 2023 the City has approximately 14 miles of paved trails. <br /> <br />Existing Public Roadway System <br />Jurisdictional Classification <br />The City of New Brighton has approximately four miles of State Trunk Highways (TH), 14 <br />miles of County State Aid Highways (CSAH), two miles of County Roads (CR), and 64 total <br />miles of City streets. <br /> <br />Jurisdiction over the City’s roadway system is shared among three levels of government: <br />State of Minnesota, Ramsey County, and the City. The Minnesota Department of <br />Transportation (MnDOT) maintains the Interstates and State Trunk Highway (TH) systems. <br />Ramsey County maintains the County State Aid Highway (CSAH) and County Road (CR) <br />systems. The City maintains the remaining streets, some of which are designated as <br />Municipal State Aid (MSA) Streets and receive MSA funding. <br /> <br />Functional Classification <br />The Metropolitan Council classifies roadways using a hierarchical classification scheme. This <br />scheme has eight classifications with New Brighton City streets falling into one of three <br />categories: major collector, minor collector, and local (some of which are MSA streets). <br /> Draft
