Name: Updating Parking and Access Standards
Date: 10/24/23
Page: 9

H:\NEWB\0T6130130\2_Preliminary\C_Reports\9.28.23 Draft\NB_ParkingCode_covermemo_DRAFT10172023.docx

local streets is allow on north/west sides of streets within 24 hours after a major
snow event. Between 24-48 hours after a major snow event, cars may be parked
on the south/east sides of streets.
iii. Allow for private use agreement/licenses in certain situations. This would allow
a private entity full use of the on-street parking as agreed upon. This may help
with case by case situations.
iv. The Equity Commission discussed this as part of their review, and suggested a
review as to why parking lots were not being utilized. An example of an
apartment building was discussed and it was thought that perhaps the there
was parking that was not being used, so perhaps adding lighting, enclosed
spaces, safer walkways to far away parking could be a solution. Assigning stalls
may be an option to ensure residents have their own dedicated spots off-street
in preferred locations.

III. Discussion
As we move towards a final, proposed set of codes we would like to hear your thoughts about the
proposed parking regulations and answer the following questions:
• Are you comfortable with the proposed uses and reduction of parking stalls?
• Are you comfortable with the flexibility provided?
• Do you feel modern technologies like EV and modern movement like rideshare and on-demand
impacts are adequately addressed?
• Does the proposed integration of access and driveway standards meet your expectations?
• Do you support the proposed bicycle and pedestrian considerations?
• Have the goals of this update been addressed?
• Is there anything missing? Have we addressed your previous comments and needs?

IV. Next Steps
The next steps in this project are:
• Make any final changes based on Planning Commission and public feedback
• Begin drafting a short “best practices” handout or guide outlining the concepts which steered
finalization of New Brighton’s updated ordinance (Goal 9)
• Begin process of adoption and schedule a public hearing
