PUBLIC WORKS PROJECTS

Department: Public Works

Item: Public Works/Parks Maintenance Building Improvements

Year(s): 2023-24

Cost: $5,200,000
Sources
$TBD TIF
$700,000 Non-fleet (HVAC, Roof)
$1,000,000 PW Fleet
$775,000 Capital Projects
$850,000 Water
$850,000 Storm
$850,000 Sanitary
$175,000 Pavement Management

Description:
In 2020 the Public Works site underwent a transformation to support a 154 unit
multifamily apartment and adjacent parking. The area available for operations was
significantly decreased, and the Tin Shed Site (used for materials deposition) was
absorbed by the 204 unit senior apartment building. With these changes, the existing salt
shed was replaced, a smaller onsite material bin was added, a spoils site was added at the
South Water Tower site, the warm storage building was repurposed, and a site use study
was completed to address staff and storage areas.

Justification: In 2023 the 8th Avenue extension project will be included with Phase 2 of
the Old Highway 8 road diet. This phase will reconstruct Old Highway 8 from 5th St NW
to CR D. The 8th Avenue extension will further reduce the outdoor storage area on site
and will eliminate the existing visitor parking lot. Currently Public Works and Parks
Maintenance has made the best of the building, but this includes 2 lunch rooms, a non-
efficient men’s locker room, and a small bathroom that is dedicated to only women. The
new design will provide a larger lunch area that can also be used for training
opportunities and engagement, a personal needs room, laundry, and locker/rest rooms.
The building will receive a much needed facelift, while also replacing a subsurface
HVAC system and a new roof.

22
