Recommendation(s):  To authorize issuance of a Massage Salon License to Balance Bodywork LLC and to authorize issuance of a Personal Service License for therapeutic massage to Kacie Larson contingent on completion of a premises inspection by the Code Compliance Officer. Applicable Deadlines:  The premises inspection is scheduled for later this week. If the licenses are authorized contingent on this inspection, Ms. Larson would be able to open her business by the upcoming weekend.  If these licenses are not authorized today, they will come back to the City Council for approval at the next City Council meeting and delay the opening of Ms. Larson’s business by two weeks. Legislative History:  City Code Chapter 15 Article 10 regulates licenses for therapeutic massage parlors.  Kacie Larson applied for a Massage Salon License and a Personal Services License to conduct therapeutic massage at the same business, submitted her background check forms and paid all license and background check fees on October 5, 2023.
