November 28, 2023 Page 3 of 4 <br />Council hold a Public Hearing to solicit public comment. <br /> <br />Motion by Councilmember Allen, seconded by Councilmember Abdulle to open the <br />Public Hearing. <br /> <br />4 Ayes, 0 Nays - Motion Carried <br /> <br />The Public Hearing was opened at 6:55 p.m. <br /> <br />Mayor Niedfeldt-Thomas asked for comments, there were none. <br /> <br />Motion by Councilmember Dunsworth, seconded by Councilmember Abdulle to close the <br />Public Hearing. <br /> <br />4 Ayes, 0 Nays - Motion Carried <br /> <br />The Public Hearing was closed at 6:56 p.m. <br /> <br />Councilmember Allen thanked staff for the detailed presentation on the budget and tax levy. <br />Mayor Niedfeldt-Thomas requested comment on the City’s benchmarking standards and asked if staff as <br />given direction to remain on the low end. City Manager Massopust explained staff was not given any formal <br />recommendations on where the City should fall amongst the comparable cities. <br />Mayor Niedfeldt-Thomas questioned if residents would be able to contest their property value. Finance <br />Director Foschi explained residents wishing to contest their property value should contact Ramsey County. <br />Mayor Niedfeldt-Thomas thanked staff for their continued efforts on the budget and tax levy. <br />Councilmember Allen requested staff provide the Council with further information regarding LGA and how <br />its calculated for cities. City Manager Massopust stated he would provide this information to the Council in a <br />future memo. <br /> <br />Council Business <br /> <br />1. Authorize staff to Issue a Massage Salon License to Balance Bodywork and Personal <br />Service License to Kacie Larson. <br /> <br />Councilmember Allen explained he knows Kacie Larson and he would like to recuse himself from voting on <br />this item. <br /> <br />Motion by Councilmember Dunsworth, seconded by Councilmember Abdulle to <br />Authorize staff to Issue a Massage Salon License to Balance Bodywork and Personal <br />Service License to Kacie Larson. <br /> <br />3 Ayes, 0 Nays, 1 Abstain (Councilmember Allen) - Motion Carried <br /> <br />Commission Liaison Reports, Announcements and Updates <br /> <br />Devin Massopust <br />City Manager Massopust reported the Council would be meeting next on Thursday, December <br />7.
