Further background <br /> information for Ordinance 899 was provided to the Council. It was noted the number of <br /> licenses per capita in New Brighton was higher than all neighboring communities. Staff <br /> commented further on the proposed Ordinance and requested the Council hold a public <br /> hearing, adopt the Ordinance and the summary publication. <br /> Katie Ingman,Program Director at the Association for Non-Smokers Minnesota,thanked the Council and <br /> staff for preparing this item.She explained the Association for Non-Smokers was a local non-profit dedicated <br /> to addressing the impact of commercial tobacco,nicotine and other drugs in Minnesota She indicated she has <br /> been honored to work with the City of New Brighton this matter. She commented on additional measures <br /> that could be taken to reduce the tobacco industry's targeting of kids. She discussed how tobacco retailers are <br /> more heavily concentrated in low income neighborhoods,with a higher concentration with people of color. <br /> Correspondingly,commercial tobacco use rates are higher in these populations and they experience more <br /> tobacco deaths and disease.She commented on how reducing the number of tobacco retailers in the <br /> community benefits public health She indicated a number of communities were setting license caps in order <br /> to address the commercial impact of tobacco.She explained New Brighton has one of the highest densities of <br /> tobacco retailers in Ramsey County.She stated Bloomington has over 50 tobacco retailers and has set a cap of <br />
