<br />RESOLUTION NO. 94-041 <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION MAKING FINDINGS OF FACT AND APPROVING A PLANNED RESIDENTIAL <br />DEVELOPMENT PRD-57. <br /> <br />WHEREAS, an application for Preliminary Planned Residential Development has been <br />made by National Handicap Housing Institute, Inc.; and <br /> <br />WHEREAS, the procedural history of the application is as follows: <br />1. An application for a Planned Residential Development was filed with the City of New <br />Brighton on February 28, 1994. <br />2. The Planning Commission, pursuant to published and mailed notices, held a public <br />hearing on March 15, 1994, and all persons present at the hearing were given an <br />opportunity to be heard. <br />3. The City Council considered PRO-57 on March 22, 1994. <br /> <br />NOW, THEREFORE, BE IT RESOLVED the City Council makes the following Findings of <br />Fact in respect to PRD-57: <br />1. The property is vacant and zoned R-3A, Multiple Family Residential, and designated <br />for Medium Density Residential by the Comprehensive Plan. <br />2. PRD-57 would amend the original PRD-24 to allow for the proposed 25 unit housing <br />facility for low income mobility+impaired adults. <br />3. The subject site was rezoned from R-2, Two Family Residential, to R-3A, Multiple <br />Family Residential, in December of 1985. <br />4. The proposed development would increase the number of units on the subject site <br />(parcels A and B) from 108 to 133 and increase the units per acre from 21 to 26; <br />said site could accommodate up to 164 units or 32 units per acre as a <br />PRO-Elderly/Handicap housing development. <br />5. The proposed development would separate the single and two-family homes to the <br />east from the Brighton Village Shopping Center to the west. <br />6. The proposed development is consistent with the type, density, height and bulk of <br />surrounding lands, the Zoning Ordinance, and the Comprehensive Plan. <br />7. The proposal is consistent with the stated purposes of the PRD ordinance, as it <br />makes the most efficient use of land and open space and encourages advances in <br />housing design. <br />8. Circulation and the open space are adequate for their intended purposes. <br />9. The proposed development would not be detrimental to public health, safety, morals, <br />and general welfare of the surrounding area. <br /> <br />BE IT FURTHER RESOLVED, the application for PRO-57 is hereby approved subject to the <br />following condition: <br /> <br />1. Approval of LP-288, PL-210 and VN-297. <br />2.
