<br />Page 5 - January 24, 2006 New Brighton Council Minutes <br /> <br />Council Business <br />L Consideration of proposed sanitary sewer infiltration linflow project. <br />Report No. 06-034. Resolution No. 06-018. Ordinance No. 736. <br /> <br />Proper-Director of Public Works explained the City is proposing an <br />infiltration/inflow project starting in 2006. By having this program in place, the <br />city can avoid an annual surcharge of $27,300.00 by Metropolitan Conncil <br />Environmental Services (MCES). <br /> <br />An incentive program would be put in place to encourage residents to have their <br />home inspected and bring any issues into compliance. <br /> <br />Mayor Larson suggested the Building official create a video, to address questions <br />residents may have. <br /> <br />Conncll Member Doffing expressed concern relating to Constitutional rights of <br />residents, and the potential for being assessed a penalty for not permitting City <br />staff to perlonn inspections. <br /> <br />Les Proper did say that other communities have given residents the option of <br />having a licensed plwnber complete the inspection in place of city staff. <br /> <br />Eere was a lengthy discussion relating to allowing residents to be reimbursed for <br />portion of the costs for having private licensed plwnbers. The conncil consensus <br />to allow property owners to be reimbursed $25. <br /> <br />Motion by Conncil Member Burg, seconded by Conncll Member Hoffinan to: <br /> <br />1. Approve the 5 year Infiltration/Inflow project <br />2. Adopt the attached Ordinance amending Section 24-7 Prohibited Discharges, of <br />the Nev.r Brighton City Code. <br />3. Adopt the attached Resolution establishing incentive and penalty amounts for <br />the Infiltration/Inflow project. <br /> <br />5 Ayes-O Nays Motion Carried <br /> <br />2. Special Use Permit (SP2006-001) for 2397 Palmer Drive for Outdoor Dining. <br />Report No. 06-035. Resolution No. 06-015. <br /> <br />Janice Gundlach-City Planner gave a brief history of the past actions pertaining to <br />~ ' this property. It was stated that the Planning Commission recommended approval <br />It the January 17, 2005 meeting. <br /> <br />Motion by Conncil Member Hoffinan, seconded by Conncll Member Bauman to <br /> <br />ouncil Business <br />1.
