Greenfield stated that they are comparing the two projects and would be willing to do something
similar at this development. Winters added that Excel is interested with working with developers
for the whole Northwest Quadrant site and making the whole site energy efficient.

James Rucker, 664 10th Street NW, was glad to hear the commission to raise several concerning
questions regarding the development, like how are we going to connect the rest of New Brighton
to the new development and how are people going to cross the rail road tracks. He has witnessed
children using the rail trestle as a way to get to the park, because there is no connection. He
encourages the City and the developers to look at the connection at the southern part of the
development which has stairs at the base of the freeway that go nowhere, they were original
intended to connect to the trail system. He was disappointed to hear that most ofthese units
would not have children in them, because when there is a lack of children some communities
become intolerant ofthem and most ofthe trial connections are through the higher priced housing
which may cause a problem. He also encourages the City to re-flyer the neighborhood for the
additional meeting. He also would like the City to remember that this is a historical site and
would encourage the city to look into preserving some of the sites.

Motion by Baker, Second Zisla by to CONTINUE THE PUBLIC MEETING ON JANUARY
31, 2006.

6 Ayes, 0 Nays, MOTION CARRIED.

Public Hearing: Zoning Code Amendment to Codify NWQ Design Guidelines

Motion by Baker, Second Zisla by to CONTINUED TO THE FEBRUARY MEETING.

6 Ayes, 0 Nays, MOTION CARRIED.

General Business: FP06-01 Final Plat - 785 Old Hwy 8 NW

Consideration of a Final Plat for the parcel at 785 Old Hwy 8 NW.
