<br />., <br /> <br />RESOLUTION NO 93-125C <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW. BRIGHTON <br /> <br />RESOLUTION AUTHORIZING APPLICATION FOR BOARD OF GOVERNMENT INNOVATION AND <br />COOPERATION GRANT; SERVICE BUDGET MANAGEMENT MODEL GRANT <br /> <br />Whereas, the 1993 Minnesota State Legislature approved a $1.2 million grant fund for <br />local units of government to plan and implement cooperative and service sharing projects; <br /> <br />Whereas, the money will be awarded to the most innovative proposals; those that <br />cannot be addressed locally because of some of the special and excessive costs to plan a <br />cooperative arrangement or provide a prototype for other governments to follow to institute <br />comparable changes; <br /> <br />Whereas, the City of New Brighton and Mounds View School District #621 have agreed <br />to build a "Family Service Center" to house services for families and youth offered by the <br />schools, the City, and various nonprofit social service agencies including Northwest Youth and <br />Family Services; <br /> <br />Whereas, respondents to the 1992 community survey, said youth services and activities <br />were an important need in the community; and recreation staff have long felt teenagers were a <br />segment of our community who were underserved due to space and resources; and the Police <br />Department has begun to deal with criminal and destructive activities on the part of larger <br />numbers of teens with inadequate supervision and idle time; <br /> <br />Whereas, the participants in the "Family Service Center" have all agreed and expressed <br />their interest in working as a partnership to serve youth in the center's services and programs <br />because: teens need someplace to "hang out", teens don't need "programming" they need <br />activities and resources they can participate in or access at a moments notice, someone needs <br />to listen to teens to find out what they want to do and what help they need and assist them in <br />organizing it, and teens are attracted to and excel at opportunities where they can be the <br />"expert" or gain employment skills and earn money or something of value; <br /> <br />Whereas, the vision is to hire a youth advocate to coordinate the services and determine <br />the activities and resources through a youth advisory board; <br /> <br />NOW THEREFORE BE IT RESOLVED that the Mayor and Council of the City of New <br />Brighton authorize staff, and support their efforts, to apply for a $50,000 service budget <br />management model grant to develop the youth advocate project. <br /> <br />Adopted this 26th day of Octobar, 1993.
