~

~

RESOLUTION NO . 9:1 - 0 91

STATE OF IIIHNESOTA
COUNTY OF RAIISEY
CITY OF HEll BRIGHTON

RESOLUTION AUTHORIZING EXECUTION OF AN AGREmENT FOR COORDINATED ELECTION SERVICES

Vhereas, staff from School District 621 and several suburban Ramsey County
communities have met to better coordinate election activities;

Vhereas, in conjunction with this effort, School Board elections now will be held
in November of every year;

Vhereas, the change in the timing of School District elections is beneficial to
New Brighton residents for the following reasons:

*School District will pay a portion of the City's cost of election judges;
*Voter convenience will be enhanced as the number of elections will be
reduced and the voter always will vote at the same polling place; and,
*Demands on judges will be reduced with the fewer number of elections.

Whereas, the coordinated efforts are intended to not restrict either the City or
the School District from holding elections at times other than in November;

Now, therefore be it resolved that:

1. The City Manager and Finance Director shall be authorized to execute
an agreement the provides for coordinated election services.
2. The terms of the agreement shall provide at a minimum that:
a. The School District shall pay the City a prescribed fee as reimbursement
for reasonable costs associated with the coordinated services.
b. If the School District shall desire an election at a time when there
are no municipal items on the ballot then the School District will be
responsible for conducting the election itself.
c. The City shall bear the full cost of any election for which the
School District has no item on the ballot.
3. Each jurisdiction shall be responsible for its own filings and legal notices.
4. When the services of the City are used then the ballots shall be on a form
determined by the City.
5. The School District shall hold harmless the City in the conduct of elections.
6. During even-numbered years when the City is conducting elections as an
agent of the County then no reimbursement shall be required.

Adopted this

13th

day of

July, 1993

ATTEST: .

Ha~

FinanseDi.:r;-ector/
City Clerk

Robert

.~rn.Q~

David M.
