(651) 266-8362 FAX (651) 266-8370 <br />Tony,Bennett@Co.Ramsey.MN.US <br /> <br />Mayor Steve larson <br />City of New Brighton <br />803 Old Highway 8 NW <br />New Brighton, MN 55112 <br /> <br />Dear Mayor Larson: <br /> <br />In November 2005, the Ramsey County Board of Commissioners entered into Joint Powers <br />Agreements with the City of Saint Paul and the City of Maplewood for Consolidated Dispatch <br />Operations ("Agreements") under the new Public Safety Communications System/800 MHz <br />Radio Communication System. Pursuant to these Agreements, Ramsey County will operate a <br />new Consolidated Dispatch Center that will dispatch for the Cities of Saint Paul and Maplewood. <br />Ramsey County also plans to continue dispatching for the Ramsey County Sheriff and the <br />municipalities it currently serves. <br /> <br />The Agreements call for the creation of a Dispatch Policy Committee with eight members, <br />consisting of the following membership: <br /> <br />. Ramsey County Sheriff; <br />. Three members of the Saint Paul City Council (had White Bear Lake joined, there would <br />have been four Council members); <br />. The Saint Paul Mayor; <br />. The Maplewood Mayor or one member of the Maplewood City Council; and <br />. Two elected representatives of the other cities in Ramsey County that do not operate <br />independent PSAPlDispatch Centers and that signed agreements with Ramsey County to <br />receive dispatching services from the Consolidated Dispatch Center, to be selected in a <br />manner to be determined by the involved cities. <br /> <br />The general purpose of the Dispatch Policy Committee is to assist the County in reviewing and <br />evaluating the performance of the Dispatch Center. <br /> <br />Although the Committee will not begin regular meetings and activities until the Dispatch Center <br />is operational (sometime in the first quarter of 2007), the County needs input from the <br />Committee for two activities - selection of the Dispatch Center Operations Manager and <br />development of operating standards and procedures. The Agreements require Committee <br />participation for these activities.
