<br />.. <br /> <br />RESOLUTION No.....9...3..: 0 5 9 <br /> <br />STATE OF MINNESOI'A <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RFSOLUTION ESTABLISHING 1993 WATER AND SEWER RATES <br /> <br />Whereas, the City operates Water and Sewer services; <br />Whereas, in establishing the customer fees it is also preferred that these fees be reviewed periodically; <br />Whereas, the review for 1993 operations has been completed; <br />Whereas, the current rate method provides for a flat and consumption fees; <br /> <br />Now, therefore be it resolved that: <br /> <br />1. The consumption fee for water shall remain at $.55 per 1,000 gallons. <br />2. The flat portion of the water bill shall be calculated so as to generate $257,000 in revenues. <br />3. The billing for water will be increased to collect the State fee for tests for safe drinking water. <br />4. The consumption portion of the sewer fee shall remain $1.75 per 1,000 gallons based on winter <br />quarter consumption. <br />5. The flat portion of the sewer fee shall be calculated so as to generate $115,000 in revenues. <br />6. The flat portion shall be allocated to customers based on a decile of classes. Each class will be <br />required to pay its proportionate share of the flat cost as that class relates to total conswnption for <br />that service. A single decile shall be used for the flat portion of the water and another single decile <br />for sewer services. <br />7. The winter quarter shall be defined as the water used during: <br />District # 1 November 1992 through January 1993. <br />District #2 December 1992 through February 1993. <br />District #3 January 1992 through March 1993. <br />8. A missing read charge of $15.00 shall be made when a customer fails to submit consumption data as <br />requested. <br />9. If a customer is not using the City's water service then the City shall set the sewer fees at the <br />average for similar occupants. <br />10. If no usage data is provided then the flat charges will be prorated based on actual readings available. <br />11. For a new account which did not exist at the time of the winter quarter, then their flat fees and <br />sewer consumption charge shall be set at the average for similar occupant types. <br />12. In a case where usage cannot be fairly and equitably determined from winter usage, then the City <br />shall set the charges based on other available information or measurement. <br />13. The Environmental Restoration Fund shall be committed to retire the bonds associated with the <br />rebuilding of the water system. <br />14. Whenever user charges prescribed by this Resolution remain unpaid as of the due date, a fee of ten <br />percent (10%) shall be charged on the unpaid balance. The fee shall be cwnulative. <br />15.
