An existing water body, mature vegetation, water and utility towers, and <br />large setbacks serve to reduce the impact of the 75 foot high unit load <br />section of the proposed building on the surrounding land uses, therefore, the <br />strict enforcement of the 40 foot 1-1 district height limitation would cause <br />the applicant an undue hardship. <br />11.
